Added confinement facilities operated by or under contract with the Texas Department of Criminal Justice to the list of priority facilities.

Changed the requirement for adding facilities to the priority list from requiring commission-adopted criteria to simply requiring the facility to meet the priority facility definition.

Added a confidentiality provision stating that priority facility lists submitted to the Texas Division of Emergency Management are confidential and exempt from public disclosure under the Government Code.

Updated the emergency disclosure requirement to provide the priority facility list to the Texas Division of Emergency Management instead of local emergency management agencies.
