This bill prohibits money transfer services (like Western Union or MoneyGram) from including monetary fines or penalties in their customer terms of service agreements. Businesses may still close accounts for violations but cannot charge fines for breaking their own terms. If a service violates this law, it faces a civil penalty equal to three times the fine it attempted to impose. The law applies only to new terms of service agreements signed after September 1, 2025.
