HB 1498 requires concrete plants performing wet batching, dry batching, or central mixing to include detailed plot plans in their permit applications, showing property lines, emission points, and setback verification. It also mandates the Texas Commission on Environmental Quality to establish regular monitoring requirements for emissions when these plants operate near their hourly production rate maximums. This applies to both permanent and temporary concrete batch facilities. The bill takes effect on September 1, 2025.
