HB 1450 requires Texas public universities and colleges to submit quarterly reports to the Texas Higher Education Coordinating Board detailing gifts, grants, donations, or investments received from "foreign sources" (defined as foreign governments, foreign entities, non-U.S. individuals, or their agents). The reports must include the amount, date, identity of the foreign source (with country details), purpose of funds, and any usage conditions. The coordinating board must then make these reports publicly available on its website. This transparency measure applies to all public institutions of higher education in Texas and takes effect January 1, 2026.
