Relating to the registration as a lobbyist of persons who engage in certain lobbying activities on behalf of a foreign adversary and to prohibitions on the receipt of compensation related to those lobbying activities; providing a civil penalty.

Added new registration requirements for persons lobbying on behalf of foreign adversaries, foreign adversary clients, or foreign adversary political parties.

Added new definitions for 'foreign adversary', 'foreign adversary client', 'foreign adversary political party', and 'wholly or partly owned or operated'.

Added prohibition against receiving compensation from foreign adversaries and related persons when lobbying on their behalf.

Added civil penalty provisions allowing the attorney general to seek injunctive relief and civil penalties of up to $10,000 per violation plus any compensation received in violation.

Added effective date of September 1, 2025 for the new provisions.
