Chiropractors - As enacted, requires certain insurers to reimburse chiropractic physicians at the same rate as physicians for the same services. - Amends TCA Title 56, Chapter 7 and Title 63.

County Government - As enacted, applies the Neighborhood Preservation Act to Tipton County; authorizes Montgomery County and Tipton County to participate in the Tennessee Local Land Bank Program. - Amends TCA Title 5 and Title 13.

Education - As enacted, requires the department of education to implement a pilot program to evaluate whether administering fewer district- and state-mandated assessments results in students achieving greater academic success; adds an additional method by which a student who is not proficient in ELA, as determined by the student's achieving a performance level rating of “approaching” on the ELA portion of the student's most recent TCAP test, may be promoted. - Amends TCA Title 49.

Education - As enacted, requires an educational oversight board to be created for an LEA that meets certain criteria and is established to annually conduct a comprehensive needs assessment of the LEA to determine the factors that may be contributing to the LEA meeting such criteria; requires the oversight board to develop a transformation plan that identifies performance and operational goals for the LEA and benchmarks for assessing the LEA's progress toward meeting such goals; makes other related changes. - Amends TCA Title 4; Title 5; Title 6; Title 7 and Title 49.

Constitutional Amendments - Proposes an amendment to Article VI, Section 4 of the Constitution of Tennessee to change the residency requirements for a judge from being a resident of the circuit or district for one year to being a resident of a county of the respective circuit or district to which the judge is to be assigned for one year. -

Civil Emergencies - As enacted, creates the department of Tennessee emergency management authority ("TEMA") to authorize the creation of local organizations for emergency management in the political subdivisions of the state, and to authorize cooperation with the federal government and the governments of other states. - Amends TCA Title 4; Title 9; Title 13; Title 16; Title 39; Title 55; Title 58; Title 62; Title 65; Title 68 and Title 71.

Criminal Offenses - As enacted, creates an offense of recklessly discharging a firearm into the air, ground, a body of water, or an object in close proximity to the person if the firearm is discharged at a place of public gathering or at a public event where there are at least 25 people in attendance at the time of the discharge; punishes the offense as a Class A misdemeanor; specifies certain exceptions to the offense. - Amends TCA Title 39.

Bail, Bail Bonds - As enacted, removes the requirement to place a defendant on a state or federal list or database as a fugitive from justice for failure to appear, unless it is on a felony; authorizes a court to relieve the surety of liability for an undertaking if the defendant has not been placed on the available state or federal list or database within five business days of the entering agency's receipt of the bench warrant or capias. - Amends TCA Title 39 and Title 40.

Public Funds and Financing - As introduced, adds certain definitions concerning precious metals; makes precious metal coins legal tender; prohibits a person from compelling another to accept precious metal coins as legal tender. - Amends TCA Title 9, Chapter 1.

Courts - As enacted, enacts the "Violent Criminal Court Act." - Amends TCA Title 8; Title 10; Title 16; Title 37; Title 38; Title 39; Title 40; Title 41 and Title 55.
