Consumer Protection - As enacted, regulates the production and sale of hemp-derived cannabinoids, including products known as delta-8 and delta-10. - Amends TCA Title 33; Title 38; Title 39, Chapter 15, Part 4; Title 39, Chapter 17; Title 43, Chapter 27; Title 53; Title 67 and Title 68, Chapter 7.

Health Care - As enacted, places requirements for registration of a temporary healthcare staffing agency. - Amends TCA Title 47; Title 50; Title 63; Title 68 and Title 71.

Local Education Agencies - As enacted, authorizes a local board of education to contract with a private college or university accredited by the Southern Association of Colleges and Schools Commission on Colleges to maintain a training school for grades pre-kindergarten through 12 to provide practice teaching experience for teachers in training. - Amends TCA Title 49.

Food and Food Products - As enacted, makes various changes to the Tennessee Meat and Poultry Inspection Act and establishes a state meat inspection program. - Amends TCA Title 10; Title 29; Title 39; Title 43; Title 44; Title 53 and Title 68.

Motor Vehicles - As enacted, makes changes to present law relative to criminal offenses involving motor vehicles. - Amends TCA Title 38; Title 39; Title 40; Title 41 and Title 55.

Criminal Offenses - As enacted, removes those convicted of criminal exposure to HIV from having to register as a sex offender; allows an offender, who was required to register as a sex offender because the offender was convicted of the offense of criminal exposure of another to HIV and the offense was committed prior to July 1, 2023, to file a request for termination of registration requirements with TBI headquarters in Nashville. - Amends TCA Title 38; Title 39; Title 40 and Title 41.

Annexation - As enacted, allows owners of real property used primarily for agricultural purposes who reside in a territory previously annexed by ordinance upon the initiative of the municipality to petition the municipality to deannex such property, if certain conditions are present. - Amends TCA Title 6, Chapter 51.

Public Funds and Financing - As enacted, renames the "Tennessee Local Development Authority Act" to be the "Tennessee Local Development Authority Public Safety Protection Act of 2023" and makes various changes to its existing provisions. - Amends TCA Title 4 and Title 9.

Education, Dept. of - As enacted, revises various provisions of present law pertaining to the promotion of students from third grade. - Amends TCA Title 49.

Insurance, Health, Accident - As enacted, requires that a health benefit plan that provides coverage for a screening mammogram must provide coverage for diagnostic imaging and supplemental breast screening without imposing a cost-sharing requirement on the patient. - Amends TCA Title 56, Chapter 7.
