Local Education Agencies - As introduced, authorizes counties and cities to create by majority vote of the local legislative body the elected office of school superintendent. - Amends TCA Title 2 and Title 49.

SB 1719 allows Tennessee counties and cities to choose whether school superintendents are elected or appointed by requiring a majority vote of the local legislative body. If elected, current appointed superintendents retain their contracts until expiration, and new superintendents must hold a master's degree, teacher licensure with principal endorsement, and five years of combined teaching/administrative experience. The bill also specifies that elected superintendents serve four-year terms and replaces all references to "appointed director" with "elected superintendent" for districts choosing this model. This changes how local school leadership is selected but does not require any jurisdiction to adopt the elected system. The law takes effect July 1, 2026.
