Election Laws - As enacted, requires a person collecting a voter registration form submitted by an applicant during a voter registration drive to, within 15 calendar days of receipt of the form, deliver or mail the form to the county election commission in which the applicant resides; prohibits a person from providing a voter registration application upon which any information about an applicant has been filled in before it is provided to the applicant, and allowing an individual convicted of certain offenses to collect or handle a voter registration application; prohibits a person collecting voter registrations from altering the voter registration form of any person without the person's consent. - Amends TCA Title 2.

This enacted law establishes rules for third-party groups that collect voter registration forms in Tennessee. It requires these organizations to register with election officials before operating and mandates that they provide a receipt to every applicant who submits a form. The bill also prohibits anyone with certain felony convictions from handling registration applications and bans pre-filled forms or unauthorized alterations to the documents. Additionally, it sets specific civil penalties for violations of these new requirements.
