University of Tennessee - As introduced, changes, from the governor to the president of the university, the appointing authority for members of an advisory board; removes the requirement that advisory board members be confirmed by the general assembly prior to beginning a term of office; authorizes the removal of an advisory board member for misconduct, incapacity, or neglect of duty; requires certain advisory board recommendations to be submitted to the president of the university. - Amends TCA Title 49, Chapter 9.
