Administrative Procedure (UAPA) - As enacted, generally establishes that permanent rules filed in the office of the secretary of state on or after January 1, 2023, that are in effect on May 1, 2024, and that are scheduled for expiration on June 30, 2024, do not expire on June 30, 2024, but remain in effect until repealed or amended by subsequent rule of the appropriate rulemaking agency or until otherwise superseded by legislative enactment. - Amends TCA Title 4, Chapter 5.

This law changes how certain government rules end in Tennessee by preventing them from automatically expiring on June 30, 2024. It applies specifically to permanent rules that were filed with the Secretary of State on or after January 1, 2023, and were set to expire on that June date. Instead of ending on June 30, these rules will continue in effect until the agency that created them officially repeals or updates them, or until the state legislature passes a new law. The bill also clarifies that these rules must still follow any other existing state laws and includes a provision ensuring that if any part of the law is found invalid, the rest of it remains in force.
