Motor Vehicles - As enacted, clarifies that excessive or unusual noise or annoying smoke can be used to determine whether a muffler is in good working order and in constant operation as required by law; exempts farm tractors or implements of husbandry from this law; adds a defense to prosecution if certain evidence is provided. - Amends TCA Section 55-9-202.
