Correctional Programs - As enacted, creates a committee to study the establishment of incarcerated parenting plans to facilitate the ongoing relationships between incarcerated parents and their children within this state; requires the committee to report its findings and recommendations to the civil justice committee of the house of representatives and the judiciary committee of the senate by December 1, 2024, including any model incarcerated parenting plan and any proposed legislation. - Amends TCA Title 36; Title 37 and Title 41.

HB 2959 establishes a temporary committee to study how incarcerated parents in Tennessee can maintain relationships with their children through formal parenting plans. The committee, composed of ten members from the legislature and various state agencies, will research whether these plans would benefit families and the state overall. By December 1, 2024, the group must submit a report with findings, a sample parenting plan, and any suggested laws to the House and Senate. The committee will dissolve after issuing a final report by February 1, 2025, and its members will serve without pay but with travel reimbursement.
