Jails, Local Lock-ups - As enacted, allows a prisoner of a county workhouse or jail to be released from custody on work release or otherwise allowed to leave the grounds of the county workhouse or jail for employment or to perform work in the community, whether paid or unpaid, without using an electronic monitoring device if the judge of the sentencing court and the sheriff of the county where the jail or workhouse is located approve the prisoner's release in writing. - Amends TCA Title 41, Chapter 2.

This bill allows prisoners in Tennessee county jails or workhouses to leave the facility for paid or unpaid work without wearing an electronic monitoring device. The key requirement is that both the sentencing judge and the county sheriff must approve this exemption in writing. Additionally, if a prisoner is not on the grounds of the jail, they must be supervised by an armed officer and remain within that officer's direct line of sight. The law applies to all criminal offenders held in county facilities and removes the previous blanket rule that required electronic monitoring for anyone off the jail grounds.
