Day Care - As enacted, requires TACIR to complete a study and issue a report on laws, regulations, and rules affecting the start-up, operation, and expansion of child care businesses in this state. - Amends TCA Title 4; Title 8; Title 36; Title 37; Title 49 and Title 71.
This bill directs the Tennessee Advisory Commission on Intergovernmental Relations to conduct a comprehensive study of state and local laws affecting child care businesses. The commission must analyze regulations in urban, suburban, and rural areas while interviewing business owners to identify rules that impose unnecessary costs or delays. The study specifically looks for regulations that do not serve essential health, safety, or welfare needs for children or neighborhood residents. All relevant state agencies are required to assist the commission in this review, which must be completed and reported to state leaders by January 31, 2025.
