Traffic Safety - As enacted, enacts the "Jacob (Jake) T. Barnhardt Act," which creates a street racing task force to study and determine best practices for curbing illegal street racing in this state. - Amends TCA Title 4; Title 38; Title 39 and Title 55.

The seventeen-member group includes officials from the Department of Safety, the Tennessee Highway Patrol, and police chiefs and mayors from six major cities, along with appointees from the governor and legislative leaders. The task force must meet regularly to study the issue and develop best practices, with its findings and recommendations due to the General Assembly by January 15, 2025, after which the group will dissolve. Members serve without pay but receive reimbursement for travel and related expenses incurred while performing their duties.
