Victims' Rights - As introduced, provides a procedure for the enforcement of a victim's constitutional and statutory rights in a court exercising jurisdiction over the criminal offense committed against the victim by the district attorney general prosecuting the criminal offense or the victim. - Amends TCA Title 40.
