Human Rights - As introduced, creates a civil right of action by an injured party against a law enforcement officer who subjects the injured party to the deprivation of an individual right secured by the Tennessee Constitution; declares that qualified immunity, governmental immunity, and statutory limitations on damages do not apply to this civil right of action; makes other provisions regarding the payment of damages. - Amends TCA Title 29 and Title 38, Chapter 8.
