Children's Services, Dept. of - As enacted, requires that the community services agency board's annual plan of operation be approved and amended, as necessary, only by the commissioner of finance and administration rather than by the commissioner and the comptroller of the treasury. - Amends TCA Title 37, Chapter 5, Part 3.
