Public Contracts - As introduced, requires that public contracts to construct or substantially renovate a building include energy use objectives; establishes other requirements and guidelines for energy use objectives in certain public contracts. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 12; Title 13 and Title 68.
