Bail, Bail Bonds - As introduced, requires bail to be set in an amount that the defendant has the ability to pay; requires the court, prior to setting bail, to enter findings on the record by clear and convincing evidence that money bail is necessary and no other conditions, supports, or services will ensure community safety and court appearance, as required. - Amends TCA Title 40, Chapter 11.
