Tort Liability and Reform - As introduced, limits the liability of a service provider with whom the department of children's services contracts to provide care or services for children for claims based on the care or services provided or failure to provide such care or services to the amount for which the state would be liable for such a claim under title 9, chapter 8 if the state had provided or failed to provide the care or services. - Amends TCA Title 9, Chapter 8; Title 29 and Title 37.
