Local Education Agencies - As introduced, enacts the "Opportunity Scholarships Program," which creates a scholarship program for students who reside in certain LEAs with a minimum average growth of two percent in average daily membership over the previous five fiscal years to attend certain eligible private schools. - Amends TCA Title 49.
