Telecommunications - As introduced, increases the amount of time a cable franchisee has to notify the governing authority of the affected local government of a transfer in a cable franchise from at least 10 to seven days prior to the consummation of the transfer. - Amends TCA Title 7, Chapter 59, Part 3.
