Public Funds and Financing - As enacted, authorizes capital outlay notes to be refunded with public building authority loans, subject to review by the comptroller; makes other revisions to provisions governing bonds and notes issued by local governments. - Amends TCA Title 9, Chapter 21 and Section 12-10-116.
