Utilities, Utility Districts - As introduced, creates the commission on petroleum pipelines to study and review the manner in which petroleum companies exercise eminent domain for purposes of siting, constructing, and operating new petroleum pipelines; places a temporary moratorium on acquiring by eminent domain property for the construction of new pipeline. - Amends TCA Title 4; Title 12; Title 13; Title 29; Title 60; Title 65 and Title 68.
