Tort Liability and Reform - As introduced, requires a governmental entity that purchases insurance through a plan authorized by an organization of governmental entities representing cities and counties to undergo competitive bidding; prohibits any such insurance plan from entering into confidential settlement agreements on behalf of a governmental entity. - Amends TCA Title 10, Chapter 7, Part 5; Title 12 and Title 29, Chapter 20.
