Health Care - As introduced, increases the maximum civil penalty, from $500 to $1,000 per day, that the agency that administers the certificate of need program may impose on a person who performs, offers to perform, or holds such person out as performing any activity for which a certificate of need is required without first obtaining a valid certificate of need. - Amends TCA Title 63 and Title 68.
