Environment and Conservation, Department of - As introduced, specifies that when an applicant for a permit to conduct surface coal mining operations is objected to and an informal conference called by the commissioner to resolve a conflict between the applicant and person objecting to the application is not held, that the commissioner shall either approve or disapprove a new application, rather than a new amendment to the original application, within 60 business days of receipt of the new application. - Amends TCA Title 59, Chapter 8 and Chapter 839 of the Public Acts of 2018.
