Sentencing - As introduced, requires that all convicted felons sentenced to confinement be sentenced to the department of correction except in certain circumstances; makes various changes to the County Correctional Incentives Act of 1981. - Amends TCA Title 8; Title 39; Title 40 and Title 41.
