Expunction - As introduced, requires a court ordering expunction of a criminal offense to determine whether the petitioner is eligible to vote under state and federal law and, if so, issue a certificate of voting rights restoration that may be used to apply for and receive a voter registration card. - Amends TCA Title 40.
