Motor Vehicles, Titling and Registration - As introduced, authorizes department of revenue to issue, upon request, special license plates bearing a distinctive combination of letters and numbers identifying vehicles operated by persons with intellectual disabilities, developmental disabilities, or medical conditions that may impact their encounters with first responders; authorizes such persons to request that the department include such designation in the Tennessee Vehicle Title and Registration System (VTRS) database. - Amends TCA Title 55, Chapter 21 and Title 55, Chapter 4.
