Adoption - As introduced, permits a parent to complete documents and forms necessary to execute a surrender or parental consent prior to the birth of a child; deems invalid a surrender or parental consent filed prior to a child's birth until after the birth of the child and the expiration of any applicable waiting period. - Amends TCA Title 36, Chapter 1, Part 1.
