Law Enforcement - As introduced, allows retired federal law enforcement officers or agents who meet certain guidelines and training to apply to the department of safety or TBI to aid the agencies in surveillance and other counter-terrorism activities. - Amends TCA Title 4, Chapter 3, Part 20 and Title 38.
