Mass Transit - As introduced, requires community engagement in development of a report detailing plans or initiatives to increase public transportation system access and service to economically disadvantaged areas within a transportation authority; requires municipalities to reassess certain delayed projects and prioritize completion if in the best interest of the community. - Amends TCA Title 7, Chapter 56, Part 1 and Title 54, Chapter 4.
