Motor Vehicles - As introduced, prohibits owner of rental vehicles from paying traffic citations or charging additional fees against person operating the rental vehicle at the time of the alleged traffic violation; requires person operating the rental vehicle to be responsible for such payment. - Amends TCA Title 39 and Title 55.
