Railroads - As introduced, requires routine railroad maintenance activities be performed during certain time periods of the day if the activity results in obstructing streets and highways that serve as the sole ingress and egress to a residential neighborhood; imposes a civil penalty for violation of time restriction. - Amends TCA Title 5; Title 6; Title 7; Title 54; Title 55 and Title 65.
