Highways, Roads and Bridges - As introduced, authorizes any county that participates in a certain regional transit authority to levy a local transit improvement surcharge; broadens the cities that may levy a local transit improvement surcharge. - Amends TCA Title 64, Chapter 8, Part 2 and Title 67, Chapter 4, Part 32.
