Victims' Rights - As introduced, requires the victim or victims to receive at least one-half of every restitution payment the offender makes as part of court-ordered restitution regardless of how much the offender owes the state in court costs, fees, fines, and litigation taxes. - Amends TCA Title 37, Chapter 1; Title 39 and Title 40.
