State Universities - As enacted, removes the prohibition on a state university governing board member serving on the governing board of any institution of higher education and replaces it with a prohibition on a state university governing board member serving on the governing board of a public institution of higher education. - Amends TCA Title 49, Chapter 8, Part 2.
