authorize the payment of lease rental obligations to the South Dakota Building Authority by the Bureau of Finance and Management, to make an appropriation therefore, and to declare an emergency.

New appropriation of $53,713,826 from the general fund to the South Dakota Building Authority for lease rental obligations.

Specific allocation of $36,628,248 for the Animal Disease Research and Diagnostic Laboratory lease payments.

Specific allocation of $15,496,237 for the Precision Agriculture Building lease payments.

Specific allocation of $1,589,341 for statewide fish hatchery lease payments.

Amendment to § 13-13-92 to redirect general fund savings from the school aid formula to the Animal Disease Research and Diagnostic Laboratory fund, with a $1.615 million allocation for 2018 and $3.35 million annually thereafter until July 1, 2040.

Repeal of Section 7 from the 2017 Session Laws once the Animal Disease Research and Diagnostic Laboratory bonds are paid in full on July 1, 2040.

Requirement for the Bureau of Finance and Management commissioner to approve vouchers and the state auditor to draw warrants for payments under this Act.
