A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 48-1-91 SO AS TO REQUIRE ANY PERSON POSSESSING A NPDES PERMIT WHICH ALLOWS THE DISCHARGE OF EFFLUENT INTO STATE WATERS TO POST A SIGN, TO PROVIDE FOR THE REQUIREMENTS OF THAT SIGN, AND TO ESTABLISH CERTAIN EXEMPTIONS AND CIRCUMSTANCES TO WAIVE THE REQUIREMENTS OF THIS SECTION.
