A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY AMENDING SECTION 23-31-215, RELATING TO ISSUANCE OF PERMITS, SO AS TO REMOVE THE APPLICATION FEE; AND BY ADDING SECTION 12-6-3810 SO AS TO PROVIDE FOR A REFUNDABLE INDIVIDUAL INCOME TAX CREDIT FOR THE COMPLETION OF A BASIC OR ADVANCED HANDGUN EDUCATION COURSE.
