A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING ARTICLE 9 TO CHAPTER 25, TITLE 59 SO AS TO ESTABLISH THE SCHOOL DISTRICT TEACHER RECRUITMENT AND RETENTION PROGRAM UNDER THE STATE DEPARTMENT OF EDUCATION, AND TO PROVIDE THAT CERTAIN TEACHERS QUALIFY FOR CERTAIN MONTHLY STIPENDS, STUDENT LOAN PAYMENTS, AND ONE-TIME PAYMENTS FOR A DOWN PAYMENT ON A HOME.
