A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 16-23-540 SO AS TO CREATE THE OFFENSE OF NEGLIGENT CARRYING OF A FIREARM IN A MOTOR VEHICLE WHEN A MOTOR VEHICLE IS UNATTENDED AND UNLOCKED AND CONTAINS A FIREARM SUBSEQUENTLY STOLEN AND USED IN THE COMMISSION OF A CRIME, AND TO PROVIDE GRADUATED PENALTIES.
