A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 11-35-5350 SO AS TO PROVIDE THAT WHEN CONSIDERING CERTAIN BIDS AND PROPOSALS AN AGENCY SHALL GIVE PREFERENCE TO A VENDOR WHO MEETS OR EXCEEDS CERTAIN REQUIREMENTS.
