A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 23-1-250 SO AS TO PROHIBIT LAW ENFORCEMENT OFFICERS FROM ENGAGING IN USE OF EXCESSIVE FORCE WHEN DETAINING A PERSON OR WHEN MAKING AN ARREST, TO ESTABLISH CRIMINAL PENALTIES, AND FOR OTHER PURPOSES.
