A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, TO ENACT THE "SOUTH CAROLINA VULNERABLE CHILD COMPASSION AND PROTECTION ACT" BY ADDING CHAPTER 139 TO TITLE 44 SO AS TO PROHIBIT THE PERFORMANCE OF A MEDICAL PROCEDURE OR THE PRESCRIPTION OR ISSUANCE OF MEDICATION, UPON OR TO A MINOR, THAT IS INTENDED TO ALTER THE APPEARANCE OF THE MINOR'S GENDER OR DELAY PUBERTY, WITH EXCEPTIONS; TO CREATE CRIMINAL PENALTIES; AND FOR OTHER PURPOSES.
