A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING CHAPTER 39 TO TITLE 6, SO AS TO ENACT THE "PARTNERSHIP FOR PUBLIC FACILITIES AND INFRASTRUCTURE ACT" TO SET FORTH A METHOD BY WHICH A PRIVATE ENTITY AND A PUBLIC ENTITY MAY WORK TOGETHER TO DEVELOP AND OPERATE CERTAIN PROJECTS.
