A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 11-5-285 SO AS TO REQUIRE THE STATE TREASURER TO WITHHOLD ALL DISBURSEMENTS FROM THE LOCAL GOVERNMENT FUND FOR ANY COUNTY OR MUNICIPALITY THAT REMOVES THE MONUMENT OR MEMORIAL OF AN HISTORICAL FIGURE.
